L’ancien Premier ministre, Soumeylou Boubèye Maïga, a déclaré ce vendredi 21 février au Forum de Bamako que la résolution des crises au Sahel passe impérativement par une victoire militaire. Une déclaration qui sonne comme une réponse à l’option de dialogue désormais soutenue par le Président IBK et son représentant spécial au Centre, Dioncounda Traoré.
Très sceptique, l’ancien Premier ministre, Soumeylou Boubèye Maïga a dénoncé, ce 21 février, le manque de vision et de coordination des stratégies dans la gestion des crises au Sahel. C’était à la faveur de la 20ème édition du Forum de Bamako, une rencontre annuelle réunissant des personnalités à travers le monde sur les grands enjeux de développement du continent.
« Quelle Afrique à l’horizon 2040 ? » est le thème de cette édition tenue du 20 au 22 février. Au menu des discussions: les questions sécuritaires au Mali et dans le Sahel et leur ramification. A cette grande rencontre, l’ancien Premier ministre, Soumeylou Boubeye Maiga, a animé un des panels.
Pour lui, la gouvernance actuelle rime avec gestion de crises. « Partout dans le monde, il devient de plus en plus difficile de gouverner », constate l’expert en sécurité.
Au Mali, au Niger et au Brukina Faso, ces dernières années ont été éprouvantes et meurtrières. En cause, analyse Soumeylou, l’incrustation des groupes terroristes dans la sphère musulmane, la prolifération des stratégies pour le Sahel sans coordination, la faiblesse structurelle des institutions étatiques du Sahel.
Face à ces situations, il ne parie pas sur la réussite de la Force G5 Sahel regroupant les éléments des armées du Mali, du Burkina-Faso, du Niger, de la Mauritanie et du Tchad. « Son effectif rudimentaire n’est pas un atout », se désole M. Maïga. Les 5000 soldats de la Force conjointe du G5 Sahel vont régler quel problème, s’interroge-t-il.
« Déjà la coordination interarmées est un problème à fortiori entre les armées qui n’ont presque aucune structure en commun face une menace non conventionnelle par rapport aux standards sur lesquels nos armées sont formées », a ajouté le paneliste.
Malgré les dégâts et les pertes, le Sahel manque toujours de vision stratégique pour l’ensemble du volet des problèmes, a-t-il décrié
Toutefois, la crise a eu l’avantage de contraindre les Etats à renforcer les démarches collectives en matière de sécurité. Et pour le conférencier, cette dynamique doit se poursuivre. Les Etats africains doivent davantage compter sur eux-mêmes. Sans cela, les solutions externes résolveront difficilement les problèmes, a prévenu SBM.
En revanche, il ne partage pas l’option de reléguer au second plan l’option militaire au profit de la démarche politique. « Je ne suis pas certain que nous pouvons avoir une solution politique sans au préalable eu un résultat militaire significatif. Je ne connais pas de victoire politique sans une victoire militaire», a-t-il affirmé.
